A very important decision has been taken in a recent meeting between BISP and HBL Launch Retail Payment Model for Women which will directly benefit the women beneficiaries. Now the traditional camp model will be abolished and the installments will be paid under the retail model. So that the deserving women can get their money in a safe, dignified and comfortable environment, avoiding extreme heat, rush and humiliation. The aim of this decision is not only to pay the money but also to give respect and convenience to the women.

The meeting was attended by senior BISP officers and HBL representatives, where the problems faced in the third quarter were reviewed and effective planning was made for the fourth quarter. Dr. Tahir Noor gave clear instructions that drinking water, seating and shaded waiting areas should be provided at all retail centers. He also strictly said that any kind of illegal deduction or auto-withdrawal will not be tolerated and if any deserving woman’s money is deducted, a complaint should be filed immediately. The meeting also agreed to create a comprehensive complaint and monitoring system that will provide timely responses.

We requested for Women to contact only authorized and certified agents, carry their original ID cards, and immediately call the BISP helpline 0800-26477 in case of any suspicious activity. This new system has been designed with women’s convenience, safety, and privacy in mind and that is the main objective of this program.

Why BISP Shifted from Camps to Retail Outlets in 2025

The traditional camp-based payment method often caused long queues, exposure to heat, and discomfort for women beneficiaries. To address these challenges, BISP has decided to distribute the Q4 2025 payments through HBL’s wide retail network across Pakistan.

Dr. Muhammad Tahir Noor, Additional Secretary of BISP, chaired a detailed meeting with HBL officials at the Central Zonal Office in Karachi, where they finalized this new system. He emphasized that beneficiaries must be treated with dignity and transparency. He also instructed the bank to ensure drinking water, shaded waiting areas, and proper seating arrangements at all retail centers.

During the meeting, Dr. Tahir Noor clearly stated that unauthorized auto withdrawals any deduction made without the beneficiary’s consent will not be tolerated. He ordered HBL to implement a strict monitoring mechanism to detect and prevent such fraudulent activities.
